Passport Photo for SIR Form (Special Intensive Revision)
The Special Intensive Revision (SIR) of electoral rolls run by the Election Commission of India asks every elector to verify their details on an Enumeration Form. The form has a box for a passport-style photo, but ECI has clarified that affixing a photo is optional — forms are accepted without one. Is the photo mandatory on the SIR form?
No. The Enumeration Form has a designated box for a passport-size photo, which led many voters to assume it was compulsory. State CEOs (starting with West Bengal in November 2025) have clarified that no ECI directive requires a photo to be affixed — submission of a photograph is voluntary and forms are accepted even without one.
If your existing Voter ID (EPIC) photo is recent and still resembles you, you don't need to supply a new one at all. Attach a fresh photo only if you want your electoral record updated with a current image.
How to submit the SIR Enumeration Form
Offline: your BLO drops a pre-filled Enumeration Form at your address. Verify the details, correct anything wrong, sign, and hand it back to the BLO. Affixing a photo in the photo box is optional.
Online: file it yourself at voters.eci.gov.in. You'll need your EPIC number and a mobile linked to it (if not, file Form 8 first). The online form is submitted with Aadhaar-based e-Sign — there is no separate photo-upload step in the enumeration form itself.
